Sam Wambugu

Senior Technical Specialist

Sam Wambugu, MPH, PMP, has expertise in health informatics, health management information systems and health project management. He has 15 years of experience in strategic management, designing and implementing systems for generating strategic information for decision-making, in low and middle income countries. Mr. Wambugu leads the health informatics portfolio of the U.S. Agency for International Development (USAID)-funded MEASURE Evaluation. His work entails leading the project in Health Informatics thought leadership, developing guidelines, protocols and standards for designing, developing, implementing and maintaining health informatics products.

Mr. Wambugu has been a member of several multi-agency donor organizations, including an inter-agency coordinating committee in Ghana, comprising the Global Fund, United Nations (UN) agencies, USAID, GIZ, and government and private sector representatives. In Kenya, he has served as a member of national coordinating committees on HIV comprising the World Bank, UN agencies, USAID, the U.S. Centers for Disease Control and Prevention, and Government of Kenya representatives. Mr. Wambugu has published several articles, lead panel discussions various aspects of monitoring and evaluation in international conferences. He is peer journal reviewer for two journals: AIDS and Behavior and Health Information Management.

Mr. Wambugu has a Master’s degree in Public Health and a BSc in Information Sciences from Kenya. He also has the following certifications: Project Management Professional (PMP), Microsoft Certified Professional Systems Engineer (MCSE), and Microsoft Certified Database Administrator (MCBDA).
