Mark Wagner has almost 35 years of experience managing technical, economic, and public policy analyses, as well as programmatic and organizational evaluations for public and private clients. His clients include the U.S. Environmental Protection Agency (EPA), United Nations (UN) organizations, the World Bank (WB), the African Development Bank, the European Commission (EC), the Global Environment Facility (GEF), the Australian Greenhouse Office, the Inter‐American Development Bank, and a variety of private sector institutions and associations.

Mr. Wagner provides technical, economic and policy expertise to support regulatory and voluntary compliance on issues related to ozone layer protection, climate change mitigation and adaptation, persistent organic pollutants, and chemicals management. He has extensive experience leading large‐scale, multi-disciplinary, multi-country evaluations of global programs, including recently independent evaluations of the Climate Investment Funds (CIF), the Global Facility for Disaster Risk Reduction and Recovery (GFDRR), the Energy Sector Management Assistance Program (ESMAP), and the Water and Sanitation Program (WSP) for the WB. He also has expertise in carbon offset markets, particularly in the assessment of projects that lead to the destruction of ozone depleting substances (ODS) and other high global warming potential (Hi-GWP) greenhouse gases (GHGs), and an understanding of the international climate finance architecture, including engaging the private sector.
