Nancy vonBargen

Program Director

Nancy vonBargen has more than 35 years of experience in the field of child care administration and technical assistance (TA) services and has focused on improving child care services that address the needs of all children. Ms. vonBargen has extensive experience conducting analysis and synthesis of information; promoting collaboration across programs, agencies, or funding sources; developing written TA materials; and providing and facilitating training, consultation, and meetings. She has given presentations at many national events, primarily in the areas of quality rating and improvement systems (QRIS) and licensing.

Ms. vonBargen joined ICF in 2007 providing TA to the states in Region VI as well as providing resources on QRIS and child care licensing to states across the country. She is the project director for the National Center on Child Care Quality Improvement (NCCCQI).

Prior to joining ICF, Ms. vonBargen began her 29-year career with the Oklahoma Department of Human Services as a licensing specialist and then advanced to become the state child care administrator. During her tenure, the nation's first statewide quality rating system was created, the subsidy system was enhanced, the licensing program flourished, and many innovative quality initiatives were launched. Upon retirement from state government, she served two years as the first executive director of Smart Start Oklahoma.
