Ms. Tomchek has more than 39 years of experience in Federal human resources and human capital management, and more than 15 years of experience as a Federal Senior Executive. In her last Federal assignment at the Department of Homeland Security, she and her team led cyber workforce planning, analysis, and competency design for the DHS cyber workforce. Since coming to ICF in 2013, Ms. Tomchek has continued to focus on Federal cyber workforce challenges. She coauthored two White Papers to aid federal cyber leaders. As the former Director of Human Resources for the Departments of Justice and Commerce, she developed and implemented innovative Federal Human Resource policies and programs, including leadership development, SES corps innovations and management, and new methods for recruitment of mission critical occupations such as cyber workers. Ms. Tomchek is currently Industry Chair of ACT-IAC’s Evolving the Workforce COI. She holds an M.Ed. in Counseling and Psychology from The College of William and Mary, and a B.A. in English Literature and Education from Christopher Newport University.
