Joan Tilghman

Senior Regulatory Specialist

Joan Tilghman has more than 32 years of experience as an attorney and consultant in providing regulatory research and support to federal clients, developing rule implementation outreach documents, and conducting adult learning programs. She has expertise in supporting the implementation of statutory and executive branch authorities that affect the federal regulatory process. Ms. Tilghman’s research-related experience includes examining complex questions on a number of issues—most recently whether the U.S. Environmental Protection Agency (EPA) can use its existing general statutory authorities to make decisions based on cumulative risk assessment and the legal rubric for assessing whether federal regulatory agencies may dispense with notice and comment in administrative rulemaking. Before joining ICF, Ms. Tilghman worked as legal counsel for the United States Coast Guard (USCG), the National Highway Traffic Safety Administration (NHTSA), and the Office of the Federal Register.

Ms. Tilghman has a J.D. from Georgetown University Law Center and a B.S. in Speech Pathology from D.C. Teacher's College.
