Megan Smith is an environmental counsel and senior water resources project manager. Since joining ICF in 2008, she has specialized in preparation of large-scale environmental compliance documents that include environmental impact assessment, extensive interagency coordination, and complex regulatory permitting elements. She also supports ICF’s environmental education program, teaching coursework on a variety of environmental compliance topics. Ms. Smith has experience as an attorney for U.S. federal and county agencies as well as with real estate development, design, and construction.

Ms. Smith focuses primarily on water-related projects, working with governmental and private clients to achieve compliance with  the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), California Water Code, and Porter-Cologne Water Quality Control Act, among others. Her recent efforts have included CEQA compliance and environmental permitting for Sacramento Area Flood Control Agency’s Unionhouse Creek flood control project; production of the Program Environmental Impact Report for the Central Valley Regional Water Quality Control Board’s Irrigated Lands Program; management of a joint EIS/EIR for the U.S. Army Corps of Engineers and West Sacramento Area Flood Control Agency’s Southport Sacramento River Levee project; and acquisition of environmental permits for Sacramento Area Sewer District’s Creek Protection Program.

Ms. Smith has a J.D. and a B.A. in English from the University of California, Davis.
