Debra Rogers has more than 15 years of experience in National Environmental Policy Act (NEPA) document review and preparation, project management, and public involvement for various federal agencies. She has performed extensive document review and worked on large-scale, complex, and sometimes controversial environmental impact statements (EIS) for the Federal Aviation Administration (FAA) and on railroad mergers and construction for the Surface Transportation Board (STB). She has experience managing NEPA compliance issues for projects and developing and executing public participation plans.
Ms. Rogers has delivered presentations on risk communication and public participation and has taught “Implementing NEPA on Federal Lands and Facilities” at the Duke University Nicholas School of the Environment.
Ms. Rogers has an M.B.A. and a B.S. in Business Administration.
