Rosaria Ribeiro


Rosaria (Rose) Ribeiro has more than 12 years of experience in early care and education policy and has expertise in the areas of child care subsidy administration policies, early care and education financing and statistics, collaboration and systems building, and economic development analysis. Her experience includes managing large-scale TA projects and strengthening organizational and individual capacity to achieve successful program outcomes for her clients, managing the development of materials, and providing technical assistance in her areas of expertise.

Ms. Ribeiro has managed several cross-function teams in the development of key deliverables for U.S. federal clients and served as the content coordinator for various websites. She oversees several projects funded by the Office of Child Care (OCC) and is the project director for the Child Care State Systems Specialist Network (CCSSSN).

Prior to joining ICF, Ms. Ribeiro conducted extensive research on state and local tax and budget policies. As a graduate research assistant at Cornell University, she worked on several projects in the field of community economic development. Her interest in early care and education and her experience and knowledge of economic development and public finance led her to work with Professor Mildred Warner on the Linking Economic Development and Child Care Research Project. As a research specialist for this project, Ms. Ribeiro helped develop several publications that play a central role in the current debate about the economic impact of early care and education.
