John Paczkowski

Senior Vice President, Homeland Security & National Resilience

John Paczkowski heads ICF's homeland security and national resilience practice serving both public and private sector clients. A former career executive at the Port Authority of New York and New Jersey, he was the lead architect of a 5-year $1.0 billion risk-based security capital improvement program after the attacks on the Authority’s World Trade Center after 9/11.

He has a B.S. in Industrial Engineering and an M.S. in Engineering Management from the New Jersey Institute of Technology, an M.A. in Organizational Psychology from Columbia University, and an M.A. in Security Studies from the Naval Postgraduate School. He is a Senior Fellow of the George Washington University Center for Cyber and Homeland Security, and a Board Director for The Infrastructure Security Partnership. He is also a past Chairman of the Security Analysis and Risk Management Association.
