Paul Mason has 18 years of experience in applied research and evaluation, with expertise in vulnerable groups across UK social policy. Paul’s specialist knowledge includes Payment by Results (or Payment for Success) and Social Impact Bond evaluation. He is an expert in program theory approaches.
Prior to joining ICF, Paul spent nine years at the University of Birmingham. Clients include government departments and agencies – including NHS England, the Department of Communities and Local Government, Department for Education, Department of Health, Department for Work and Pensions – Clinical Commissioning Groups (CCGs), local authorities, DG SANTE of the European Commission,—and voluntary and community sector organisations, including Age UK, Barnardo's, Big Lottery Fund, , and Macmillan Cancer Support.
Paul has an M.A. and a B.A from the University of Sheffield.
