Meghan Lusby-Treber

Senior Manager

Meghan Lusby-Treber has more than 20 years of experience in emergency public health and medical preparedness and emergency management. She evaluates preparedness programs and policy and develops comprehensive solutions such as strategic policy initiatives; strategic, operational, and tactical plans; training; and exercises.

Prior to joining ICF, Ms. Treber served as a paramedic and emergency medical services (EMS) chief for a metropolitan fire-based EMS system and as a consultant and federal employee in federal public health emergency preparedness and response, where she developed and supported numerous public health preparedness and emergency management programs. She also served as a senior analyst for the U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Public Health Emergency Preparedness, where she was an operations chief for major federal disaster operations and national special security events, including the 2005 presidential inauguration and Hurricane Katrina. She also held numerous senior leadership positions for the Commonwealth of Pennsylvania.

Ms. Treber is an adjunct faculty at the University of Maryland Baltimore County, Department of Emergency Health Services, where she teaches graduate courses in emergency management.
