Richard Lloyd

Senior Managing Consultant

Richard Lloyd has more than 20 years of consultancy experience, managing and directing assignments for a range of public sector clients across the UK and Europe. With a first degree in the natural sciences, Richard developed his technical and analytical skills through posts as an analyst and research commissioner in a range of public sector bodies before moving into consultancy, where he has developed a specialty in the evaluation of public policies, programs and projects. His interests cover different aspects of social policy, including employment, welfare reform, social inclusion and education, with a specific interest in measures to integrate disadvantaged groups into the labor market and wider society.

Richard leads ICF’s work for the Department for Work and Pensions, with his clients also including the Departments for Communities and Local Government, Education, and Business Innovation, and Skills (BIS); various directorates general of the European Commission; and a range of local authorities, partnership bodies and third sector organisations. His recent and ongoing work includes evaluations of three interventions to support young people homeless and long-term rough sleepers move towards and into sustained accommodation and employment, two of which are funded under Social Impact Bond models. Richard’s previous role as a research commissioner remains an important influence on his work, with understanding client needs and expectations being a key starting point in ensuring these needs and expectations are met.
