Phil Jones

Phil Jones has more than 30 years of experience in affordable housing. His expertise includes business planning, housing finance, performance measurement, construction management, and financial management of federal funds. He was the principal author of the original HOME monitoring checklists and coursebook and has worked with dozens of states and cities since 1991 to build and document compliance. A longtime proponent of reducing risk for participating jurisdictions (PJ) by funding projects well and building flexibility into program funding, many PJs have turned to him for assistance through the current financial crunch.

Mr. Jones served 9 years as program director for a regional community action agency, helped to found two nonprofit housing organizations—one for homeless shelters, one for affordable housing development—and has directed a private development venture for mixed income housing since 1983.

Working as project manager and technical director with ICF International since 1991, he has served as trainer and technical assistance provider for states, cities, and the U.S. Department of Housing and Urban Development (HUD).
