Elizabeth Hughes

Principal

Elizabeth Hughes is an environmental specialist, geologist, and project manager with more than 25 years of experience. She has managed numerous projects involving the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) in northern California. Her project experience includes light rail transit, passenger rail, commuter rail, roadway and interchange improvements, bridge rehabilitations and replacements, grade separations, bikeways, water and natural gas pipelines, and the list goes on.

Ms. Hughes’ work experience includes stints as owner/principal of Hughes Environmental (a full-service disadvantaged business enterprise firm specializing in CEQA and NEPA projects), manager of the Sacramento offices of Dames & Moore and Environmental Science Associates, manager of environmental services for Parsons and T.Y. Lin International, and service as a field geologist with the United States Geological Survey. She has managed all aspects of environmental compliance, from project scoping to construction monitoring, and she is an experienced project facilitator, negotiator, and problem solver.

Ms. Hughes has M.S. degrees in Counseling from California State University, Sacramento and in Geology from the University of North Carolina, Chapel Hill. She also holds a B.A. in Geology from Carleton College.
