Colin Howat

Consulting Director

Colin Howat has more than 18 years of experience in employment, skills, and education policy in the UK. Colin specializes in employer investment in skills, workforce development, labor market analysis, and professional regulation. He directs research, evaluation, and policy analysis on education, employment, skills and health policy in the UK and Ireland, plus health policy for the EU. 

Colin has directed numerous evaluations for the Department for Business, Innovation and Skills, including on the Further Education reform program and the impact of teacher qualification regulations. Other clients include the UK Commission for Employment and Skills, Education and Training Foundation, Higher Education Funding Council for England, various sector bodies (Construction Industry Training Board; Skills for Health) and professional regulators (Solicitors Regulation Authority; General Dental Council). He has also led studies for the European Commission on the Professional Qualifications Directive, the European Qualifications Framework and promoting language learning. Before joining ICF, Colin was senior researcher at Incomes Data Services, where his published work included in-depth studies on Employing Young Workers, Psychometric Testing, Promoting Racial Equality, and Company Councils. 

Colin has a First Class Honours degree in Social and Political Sciences from the University of Cambridge.
