Felicidad DeLeon has more than 30 years of experience working on infrastructure and urban development finance in Asia, especially the Philippines. Prior to joining ICF full time in 2006, she was vice president for Guaranty and Credit Insurance Group of the Home Guaranty Corporation of the Philippines. In this position, she spearheaded the marketing of guaranty products to banks, real estate developers, and building and loans associations. She also led efforts to develop guaranty products to cover asset/mortgage-backed securities, municipal bonds flotation, and housing and urban renewal bond issuances.
Ms. DeLeon's recent consulting assignments with the Asian Development Bank (ADB) focused on project financial analysis and financial management assessments in Mongolia and Viet Nam as part of the due diligence process for projects earmarked for loan financing. She is a housing finance specialist in a World Bank (WB)-funded assignment on preparing a national slum upgrading strategy for the Philippines.
Ms. DeLeon has a B.S. in Statistics from the University of the Philippines in Diliman. She also has a diploma in real estate and project management from the Institute for Housing and Urban Development Studies in Rotterdam, Netherlands.
