James Dayton

Senior Vice President

James Dayton has more than 25 years of experience in research strategy and implementation, including all elements of project acquisition and management. He has maintained strong, decades-long working relationships and contracts with a number of U.S. federal agencies, including the National Marine Fisheries Service (NMFS), the National Oceanic and Atmospheric and Administration (NOAA), Environment Canada, and the U.S. Coast Guard (USCG) in partnership with the U.S. Department of Homeland Security (DHS). He has provided high-level oversight to project directors and managers as they conduct questionnaire development and testing, all modes of survey data collection, data analysis, and reporting. He has also led the development of the ICF innovative, proprietary iPad® Computer-assisted Personal Interview (CAPI) app.

Mr. Dayton has also provided long-term, high-level guidance and oversight to ICF’s public health practice area. In 1989, he created a specialized Behavioral Risk Factor Surveillance System (BRFSS) and National Adult Tobacco Survey (NATS) project team that leads the nation. He and his team have developed innovative strategies and protocols that have been adopted by the Centers for Disease Control and Prevention (CDC) and state and county health departments as best practices for all states.
