Sarah Alves

Senior Associate

Sarah Alves has five years of experience in conducting legal research and supporting U.S. federal agencies on issues related to regulatory law, administrative process, and environmental law. In addition to drafting preamble statements and regulations for Federal Register notices, Ms. Alves has conducted research on and drafted agency comment responses on legal issues, including those relating to administrative law, statutory interpretation, jurisdictional issues, federal preemption of state law, and environmental law. Ms. Alves also reviews economic analyses for consistency with agency policy and satisfaction of Office of Management and Budget (OMB) requirements.

Prior to joining ICF International in 2010, Ms. Alves worked as a regulatory attorney at the National Highway Traffic Safety Administration (NHTSA) in the U.S. Department of Transportation (DOT) where she drafted rules, regulations, and interpretations relating to automobile safety standards, fuel economy regulation, and consumer information programs.

Ms. Alves has a J.D. from Boston University School of Law and a B.A. in Astronomy and Physics from Boston University.
