He has spent his career developing advanced learning solutions with a focus on human performance, virtual reality solutions for behavioral health, and research based learning.
Faith Powers has more than 20 years of experience employing all phases of the instructional design (ISD) process to conduct training needs assessments, produce customized training solutions for DoD and other federal agencies using a variety of media, and evaluate the effectiveness of those training solutions. She uses her knowledge of adult learning principles, instructional design, and best practices in the field in all of her client engagements as well as to lead ICF’s team of 30+ instructional designers in ICF’s Organizational Research, Learning, and Performance group.
David Birken has over 12 years of experience as a senior management consultant and business leader with in-depth expertise in learning system design and measurement, data analysis, statistical and formal modeling, game theory, analytics, program evaluation, organizational assessment, multi-sector workforce planning, learning programs, and process performance improvement. He is an expert in constructing methodologies and systems for innovative learning programs that drive sustainable behavioral and culture change, as well as the use of learner analytics to ensure real world results. Currently, David leads ICF's Center for Advanced Learning Solutions and is responsible for P&L, business development, staff supervision, business development and project management.
