Often referred to as “the first fuel in the race for a sustainable energy future,” energy efficiency is a critical pillar in USAID’s support for the developing world. The Energy Efficiency for Clean Development Program (EECDP) is a cooperative agreement, formed in March 2011 between ICF and USAID, which provides tools and advises on replicable strategies for energy efficiency integration across countries and regions. EECDP is helping developing countries around the world stimulate economic growth, lower costs for consumers, and increase energy security and access.
The rapid growth of new construction and infrastructure development in emerging economies presents an opportunity for the implementation of energy efficiency on a massive scale. These opportunities are more limited in the developed world where growth rates are lower and the built environment is already established. By contrast, growth in developing countries provides an opportunity for efficiency to be integrated into buildings and other types of infrastructure at the onset of development. This prevents expensive energy consumption, and the need for costly retrofits in the future.
Energy efficiency stimulates economic growth by creating jobs and putting money into the pockets of consumers. Consumer costs are reduced through efficiency gains that lower energy consumption while preserving energy access and technology performance. Decreased demand for energy reduces a country’s reliance on imported fuel and other resources which enhances a country’s energy security. Through improved technologies, processes, and services, energy efficiency programs deliver the most cost effective solution to energy security, access, affordability, and reliability.
IRRP is a strategic energy planning approach that includes all aspects of the power grid, incorporates resilience to climate and other types of risk, and informs a long-term least-cost/”least-regrets” plan. ICF demonstrated this approach under the EECDP through two Associate Awards (see Tanzania and Ghana IRRP below) and provided presentations, trainings, and resources for USAID.
The Study demonstrates a strategic planning framework to identify the most effective market-specific investments for scaling up energy efficiency, and assess additional building blocks to improve market readiness for efficiency over time. The framework is implemented in close partnership with local stakeholders and utilizes a user-friendly tool and resources developed under this project and made available below. Results are available for the 7 locations across Latin America, Africa, Central Asia, and Southeast Asia where the Study took place.
To address widespread electricity load shedding and its economic impacts on the industrial sector, in particular, a benchmarking approach was used to identify opportunities for manufacturers to reduce energy demand. By comparing equipment and practices in plants to local best practices, specific technology and operational measures were identified to improve energy efficiency and reduce costs. The project also explored how measures can be bundled into attractive investments for banks and other financiers.
In support of initiatives agreed to by the Government of the United Republic of Tanzania and the United States Government, under the Partnership for Growth program, this project informed integrated resource planning activities for the main electric utility, TANESCO. The project estimated the potential for demand side management from both energy efficiency and green building. Specific demand-side management programs were developed that could be cost-effectively implemented by TANESCO to improve efficiency across different types of customers.
As an immediate step toward addressing the capacity and energy shortages in Ghana, and resulting load-shedding practices, this project assessed the potential to lower peak electricity demand through time-of-use (TOU) tariffs. Focusing on industrial sector customers, responsible for the greatest share of peak load, data from smart meters was analyzed to identify peak load periods and develop a two-tier TOU tariff. This project was a first step toward a larger power sector strategic planning activity, developed under the Tanzania Integrated Resource and Resiliency Planning (IRRP) program Associate Award.
Building performance benchmarking is a framework for rating the energy efficiency of a building by comparing it to its peers. This approach allows owners to understand if their building is one of the top performers in its market, or if it is lagging behind and, therefore, has an opportunity for improvements. Since energy efficiency upgrades typically save energy costs while improving comfort and operation, building owners and managers value the ability to quickly assess their properties, especially if they can rate a portfolio of buildings. Improvement funds offer greater returns when directed to those buildings that provide the greatest opportunity for improvement. This project developed and demonstrated a building performance rating tool for the hospitality market in Indonesia, based on the highly-successful U.S. ENERGY STAR Portfolio Manager tool.
This project addressed the need for investment in DRC’s transmission and distribution infrastructure to improve energy access. An in-depth assessment focused on current and pending generation sources near four major population centers in southern DRC. The identified solutions are provided as individual project fact sheets that, with the report, can be used to prompt further analysis and ultimately attract project investment.
Aleisha Khan is the Chief of Party for EECDP. To meet program goals, she led development of implementation frameworks, and managed technical pilot projects to promote energy efficiency and clean energy in USAID’s developing countries. At the end of EECDP, the project team piloted 8 different clean energy frameworks, delivered over 20 presentations and workshops, developed 6 tools and approximately 60 resources, and mobilized $18.65M in associate awards with USAID missions. Aleisha specializes in clean energy and has over 20 years managing programs for state and national government, utilities, and working with stakeholders across the public and private sector.
Matt Boyer is the Deputy Chief of Party for EECDP. He led the operations management and execution of both the DC-funded and international mission-funded pilot projects focused on promoting energy efficiency and clean energy advancement as a pillar in USAID’s global programming. At the end of EECDP, the project team piloted 8 different clean energy frameworks, delivered over 20 presentations and workshops, developed 6 tools and approximately 60 resources, and mobilized $18.65M in associate awards with USAID bilateral missions. Matt specializes in clean energy project management with over 11 years of experience implementing international energy efficiency and resource management programs to promote sustainable, private sector led economic growth in more than 25 developing countries and the US; which includes living, working, and traveling outside of the US for over 5 years.
Bill Prindle is the Senior Energy Efficiency Advisor for EECDP. In this role, he provided technical guidance on the development of implementation frameworks and tools for energy efficiency, support on utility program design, and training. Bill also leads continued energy efficiency work for Integrated Resource and Resilience Planning (IRRP) for power sector projects in Tanzania and Ghana. His subject matter expertise ranges from policy analysis and energy analytics, to program design and field implementation.
Sanjay Chandra is the Senior Renewable Energy Advisor for EECDP. He led work to assess power sector transmission and distribution options in the Democratic Republic of Congo (DRC), and supported continued training and education on Integrated Resource and Resilience Planning (IRRP). Sanjay specializes in solar energy and small hydro technologies, and has experience in project economic analysis, market development, clean energy startups, and operations management.
