Appalachia Regional Comprehensive Center (ARCC)

ICF operates the Appalachia Regional Comprehensive Center (ARCC), providing technical assistance to state education agencies (SEA) in Kentucky, Tennessee, Virginia, and West Virginia. As one of 15 regional comprehensive centers funded by the U.S. Department of Education (ED), the ARCC at ICF facilitates collaborative projects with SEAs in the region to build their capacity to implement the federal Elementary and Secondary Education Act (ESEA), undertake large-scale change, and support district and school efforts to improve outcomes for students, narrow achievement gaps between student subgroups, and improve instructional quality.

The assistance ICF provides to SEAs weaves together opportunities to enhance substantive knowledge and skill around key state reforms along with opportunities to build sustainable organizational strength.

Services are facilitated by state coordinators who serve as key points of contact for each SEA and a pool of technical assistance and subject matter experts (SME). ICF marshals a range of technical assistance delivery mechanisms to assist SEAs, including:

  • Workshops, webinars, and conferences
  • Coaching, in-person advisories, and communities of practice
  • Collaborative planning and benchmarking
  • Co-facilitated collaborative projects
  • Peer site visits
  • Customized tools and resources
  • Referrals to other technical assistance providers and experts
