The President’s proposed budget has generated unprecedented concern among the Federal workforce due to proposed reductions that few agencies have experienced in recent years. Even if reductions that are enacted are moderated, they could lead to widespread Reductions in Force (RIF).

ICF’s Jeff Neal, author of the ChiefHRO.com blog, has been responsible for conducting RIFs accurately and in accordance with law and regulation, while addressing employee concerns for information and fairness.
