Clean Energy

ICF’s deep understanding of the technology, policy, market, finance and planning dimensions of building a clean energy power sector creates sustainable solutions for developing countries to realize tangible energy, economic, and environmental benefits and achieve development goals.

Beyond understanding the vital role clean energy plays in addressing global climate change, ICF demonstrates its value through in-depth analysis, and helps deliver its potential in the developing world through projects that deliver long-term benefits. Areas of expertise include:

  • Energy access
  • Resource planning
  • Energy efficiency
  • Renewable energy
  • On-grid and off-grid solutions
  • Transaction support
  • Environmental impact assessment
  • Integration with other development objectives
  • Program implementation

ICF delivers these services through rigorous methodologies applied in multidisciplinary project teams.

ICF Experience in Clean Power Market Transformation in Developing Countries

With deep roots in energy, ICF experts work with a developing country stakeholders to solve problems and deliver results across the entire spectrum of power sector planning, implementation, and evaluation. We have proven and refined successful strategies to replicate success across a wide range of geographies and projects.

Among ICF’s most essential services in the energy sector:

Integrated Resource and Resilience Planning (IRRP)

ICF’s enhanced clean energy planning framework reflects rapidly evolving technology, policy, market, and financial drivers as key elements, and also integrates climate resilience as a key risk management concern. ICF’s IRRP process focuses on the key elements of a Clean Power Sector–grid-connected, transmission, and demand-side management –and can be readily expanded to incorporate off-grid energy access, fossil fuel subsidy reform, distributed energy resources, and climate resilience.

Distributed Energy Resources

In developing countries, deploying resources closer to households and communities—from the sub-station level outward—can improve grid operations and economics. ICF solutions maximize distributed resource opportunities including additional generation from small-scale hydro and solar projects to technology-enabled storage options. Actively tapping into these resources to serve the power needs of emerging markets is a cutting-edge solution to a pervasive problem.

Renewable Energy

By harnessing the potential of solar, wind, biomass, and geothermal generation, developing countries can follow a green growth trajectory, expanding its economy while minimizing minimal environmental impact. ICF works with development partners and government stakeholders to remove barriers and speed implementation of a green energy economy by focusing on mainstreaming, streamlining, and amplifying the benefits of renewable energy. Our clean energy team helped clients scale up renewable energy in developing countries by addressing the building blocks that USAID and other development partners use to attain scale: grid integration, smart incentives, competitive procurement of generation, locational concentration, climate and energy planning, and mobilizing finance.

Demand Side Management (DSM)

Encompassing energy efficiency (permanent energy savings) and demand response (temporary demand reductions), DSM is typically the most cost-effective, cleanest, and fastest-to-deploy resource for meeting customer energy needs while reducing greenhouse gas emissions. DSM is key to managing demand growth so that clean energy deployment can better match demand; without managing demand, clean energy strategies are more difficult to realize. ICF is a world leader in energy efficiency and other DSM programs, supporting developing countries through planning analysis, policy development, and program implementation to help government agencies, companies, and international development organizations design, implement, and monitor their DSM efforts.
