Bettina Garcia Welsh serves as chief financial officer of ICF, where she is responsible for the overall fiscal management of the company. She leads all aspects of ICF’s financial, treasury, budgeting, forecasting, and finance transformation initiatives.
Bettina has over 35 years of experience driving successful performance in the government and commercial solutions and services markets. Prior to joining ICF in 2019, Bettina was CFO at LMI, a nonprofit government consulting services contractor serving both defense and civilian agencies. She also brings 17 years of experience in senior finance roles at SAIC and Leidos, two large government service contracting firms, where she ultimately served at Chief Audit Officer. Before joining Leidos, she spent 13 years with PwC leading both domestic and international government and public sector modernization projects.
Bettina holds a Master of Accountancy degree from George Washington University and a bachelor’s degree in economics from Swarthmore College. She is a Certified Public Accountant and LATINA Style named her a Top 10 Corporate Executive of the Year for 2016.
