Jeffrey Taylor, Ph.D., has more than a decade of experience in research, evaluation design, and policy analysis. At ICF, Dr. Taylor provides evaluation design, analysis, and research support for experimental and quasi-experimental evaluations of employment and training programs and services. He conducts and directs research in the fields of workforce development, job readiness and vocational skills training, and veterans’ transition and employment.
Dr. Taylor has a range of experience with research and policy analysis. Prior to joining ICF, Dr. Taylor served as the Coordinator of the University of Maryland’s Center for American Politics and Citizenship, where he directed research on state politics, the legislative process, policy, and campaign finance. He also has served as a Legislative Fellow for the Maryland General Assembly, and as a Student Assistant for the U.S. Department of Health and Human Services; the U.S. Senate Homeland Security and Governmental Affairs Committee; the Federal Energy Regulatory Commission; and the White House Council on Environmental Quality.
Dr. Taylor received a Ph.D. and a M.A. in Government and Politics from the University of Maryland and a B.A. from Saint Mary’s College of Maryland.
