Gene Rodrigues
Vice President, Market Development
Gene brings over 30 years of experience in demand-side management policy and programs to bear for ICF’s clients.

Gene Rodrigues is our vice president of utility programs. Prior to joining ICF, Gene spent 23 years at Southern California Edison—the primary electricity supply company for much of Southern California—where he was responsible for the direction and oversight of its portfolio of energy efficiency, demand response, low-income energy efficiency, low-income rate assistance, California Solar Initiative, and Self Generation Incentive programs.  

Gene currently serves as the chair of the board of directors for the California Efficiency & Demand Management Council and as a member of the board of directors of the American Council for an Energy-Efficient Economy. He also serves as chair for the outreach committee of the Alliance to Save Energy’s Active Efficiency initiative.  

Previously, Gene served as a board member of California’s Low Income Oversight Board, the chair of the Consortium for Energy Efficiency, and as a board member of the China-US Energy Efficiency Alliance and the Global Cool Cities Alliance. In 2012, the U.S. Environmental Protection Agency presented Gene with its first-ever Climate Leadership Award for individual leadership.
