Paul joined ICF in 2009 and has more than 18 years' experience of applied research and evaluation for clients across UK government, charities and DG SANTE at the European Commission.
Paul is an expert in programme theory approaches and his writing on this and other topics has featured in international peer reviewed journals and edited collections from Sage and Elsevier. He also has specialist knowledge of Social Impact Bonds and Payment by Results outcome contracts.
Paul leads ICF's UK, Europe Health and Care portfolio. The multi-disciplinary team provides analytical support and research and evaluation at local, regional and national levels in the UK and for the European Commission. Service offer specialisms include programme evaluation, intervention evaluation, mixed method designs, value for money analyses and impact assessments. Topic specialisms include system redesign, integrated care, patient perspectives, cancer pathways, children's social work, older people and public health.
Paul has a master's degree in Applied Research and Evaluation and a bachelor's degree in Sociology both from the University of Sheffield.
