Michelle Paul Heelan has over 15 years of experience leading and contributing to the design, development, implementation, and evaluation of human capital systems in a variety of public sector organizations. Her experience includes business process redesign, program and training evaluation and organizational assessment, virtual event and conference support, and leadership program development. Her emphasis on change management and assessing the bottom-line impact of various human resource initiatives helps her clients improve individual, group, and organizational performance.
Dr. Heelan assists her clients in the design and application of human capital metrics to achieve organizational success, and she has specialized experience and knowledge in working with organizations with high proportions of science, technology, engineering, and mathematics (STEM) personnel.
Dr. Heelan provides facilitation support for a wide range of purposes, from facilitating meetings in compliance with the Federal Advisory Committee Act (FACA) to designing and delivering half-day or full-day retreats for intact organizational units. Her facilitation clients have noted Dr. Heelan’s quick preparation and research-based, targeted support is instrumental in achieving event goals and objectives.
