Frank Gallivan is a transportation planner and policy analyst. He focuses on transportation planning process improvements and the development of policies and plans to reduce greenhouse gas (GHG) emissions from transportation. For both Caltrans and the Federal Highway Administration, he has coauthored reports on incorporating considerations of GHG emissions into the transportation decision making process.

He has assisted eight states in developing transportation strategies for climate action plans that promote transit and other alternative modes, improve the fuel economy of vehicles, promote alternative fuels and vehicle technologies, and reduce emissions from non-road sources. He holds a master’s in City Planning from the University of California–Berkeley.
