Ms. Estis researches unique legal issues and legislative changes impacting clients, assists in RFP preparation, and is currently responsible for multiple FEMA procurement and regulatory compliance projects.

Ms. Estis researches unique legal issues and legislative changes impacting clients, assists in RFP preparation, and is currently responsible for multiple FEMA procurement and regulatory compliance projects. She previously served as Chief Compliance Officer and General Counsel for DMS Disaster Planning and Recovery Consultants Inc. where she was responsible for all regulatory and compliance issues, all contracts, personnel labor policies and procedures, and preparation of all business filings. She has drafted and reviewed requests for proposals, procurement, presentation, mitigation, environmental, consulting, and technical services nationwide as per FEMA and HUD policies.

She has counseled many clients on proper procurement methods and procedures (2 CFR 200) and written and advised on language for contracts that would assure FEMA eligibility. She has experience in basic FEMA eligibility considerations, types and categories of work, hazard mitigation, environmental and historical preservation compliance, documentation, and advice on appeals. Ms. Estis has worked for cities, towns, utility companies, hospitals, municipalities, universities, schools, prisons, and an occasional zoo!
