Laura Cooper, senior manager, ICF has 35 years of environmental experience. Laura is a recognized expert on National Environmental Policy Act (NEPA) document streamlining, integrating an approach to reducing document size and review time in response to Executive Order 13807, Council on Environmental Quality (CEQ) guidance, and Department of the Interior Secretarial Order 3355. She has spoken on these topics at CEQ meetings and with federal clients. Additionally, Laura sets editorial policies and standards for ICF’s Bay Area and Pacific Northwest region, works with clients to develop document structure, and teaches internal and external NEPA and California Environmental Quality Act (CEQA) document writing workshops. Laura holds a BA in Psychology from Reed College.
