About ICF
Joan Collins
Director, Energy Offering Solutions and Sales
Joan is an energy expert with more than 20 years of experience serving utilities focusing on customer engagement, electrification, demand response, and flexible load management.
Joan is dedicated to helping utilities create new and equitable pathways for customers to engage and participate in energy-efficient and grid-activated programs that contribute to increased sustainability. She has introduced innovative energy efficiency, distributed energy resources, and customer engagement pilots and programs for residential and commercial customers to over 30 utilities across North America.
Joan has worked with technology and energy companies in North America, the United Kingdom, and Australia to support their exploration, planning, sourcing, implementation, and evaluation of energy engagement advancements for residential and commercial customers. For instance, she led the business case development, sourcing, pilot research and analysis, and expansion of one of the most extensive pre-payment programs in the country—still a highly successful program after 20 years. The program also revealed residential load profile data (pre-advanced metering infrastructure) was leveraged for future demand-side management programs. And with a mid-size utility in the Southwest, Joan co-developed, co-defended, and won a smart grid grant that funded a highly successful demand response program for residential and small businesses.
Earlier in her career, Joan worked for leading energy-focused divisions of digital engagement firms such as Motorola (Google), Tendril (Uplight), and EnerNoc (Enel), which gives her a unique perspective on grid balancing and the role customer experience plays.
