Gustavo is a Senior Technical Specialist in ICF’s Sacramento office, who brings over 15 years of experience in government, the private sector, and academia. He is an expert in interdisciplinary approaches to analyze complex questions related to transportation, innovation, and sustainability. His overarching interests are in climate change mitigation, innovation, and social issues. He has a deep understanding of drivers of innovation and key sectors such as vehicle electrification, data analytics, and policy/program design and analysis. Gustavo currently has a leading role on several transportation electrification and emerging technologies projects at ICF. Before joining ICF, he was Research Director at the Policy Institute for Energy, Environment and the Economy of the University of California, Davis. Among other responsibilities, he directed a North American initiative called the Zero Emission Market Acceleration Partnerships (MAP) initiative, working with state, regional, local, and provincial governments to advance zero emission mobility. He has done and published work on travel behavior, clean transportation/climate policy and economics, and the connection between mobility and information and telecommunications technologies. He holds a Ph.D. in Transportation Technology and Policy from the University of California, Davis, and a M.Sc. in Aerospace Engineering from the Israel Institute of Technology, Technion.
