Kevin Cincotta joined ICF in 2013 and has expertise in cost-estimating analysis, financial management, earned value management, performance measurement baseline development and tracking, quantitative analysis, and advanced regression techniques for cost-estimating relationship (CER) development.
Mr. Cincotta's experience includes advising the Government Accountability Office (GAO) on how to conduct audits and assessment of cost-estimating best practices in U.S. federal government executive agencies, contributing to the Cost Estimating Body of Knowledge (CEBoK), and creating a first-of-its kind International Cost Estimating and Analysis Association (ICEAA)-endorsed training program.
Clients include the Defense Acquisition University (DAU), the Air Force Air Mobility Command (AMC) Enterprise Learning Office (ELO), and the Canadian Department of National Defense.
Mr. Cincotta has a bachelor's degree in Economics and Philosophy from the University of Virginia and a master's degree in Economics and Philosophy from the London School of Economics and Political Science. He is a two-time Cost Estimator of the Year.
