Shane leads research and evaluation on education, skills, and training policies.

Shane leads research and evaluation on education, skills, and training policies. He works for several entities, including the European Commission; United Kingdom government departments such as energy and climate, education, and business innovation and skills (BIS); UK government bodies such as Ofqual and the UK Commission for Employment and Skills; the Welsh Government; and occupational sector bodies such as the Construction Industry Training Board.

Shane joined us in 2006 after a public sector career specializing in operational review and project management. He has led numerous projects, including an evaluation of enterprise training programs for BIS; a comparative analysis of language learning in Europe and an assessment of employers’ needs for foreign language skills across the European Union; evaluations of European Social Fund programs to engage young people in further education and training and increase employer investment in skills training; an assessment of the regulatory impact of new examinations for youth; and literature reviews of the impact of teachers working longer and digital learning on school-age children’s attainment.
