James Arthur is a regional and urban infrastructure engineer and a specialist in the development, delivery, and management of infrastructure and services. He has more than 35 years of experience in policy, strategy, and institutional development, particularly in regional and urban development and infrastructure and service delivery in developing and newly-developed countries. In addition, Dr. Arthur has extensive experience managing and directing multiprofessional teams engaged in the preparation and packaging of development programs and projects. His experience spans more than 40 countries, largely in Asia, Africa, the Caribbean, and Central America.
Dr. Arthur has a Ph.D., an M.Sc., and a B.Sc. in Civil Engineering from Birmingham University. He is a member of the Chartered Institution of Water and Environmental Management and the Institution of Civil Engineers.
