Workforce/People Analytics and Business Growth Leader
ICF is growing and we seek an expert in Workforce/People Analytics and Business Growth Leader to help propel us to even greater success within our Human Capital Enterprise Planning and Strategic Workforce portfolio. As Workforce & People Analytics Leader, you will play a key role in developing/refining ICF’s point of view on people analytics and workforce future projection, as well as a supporting role in developing ICF’s go-to-market approach. In this role, you will be responsible for expanding our analytics capabilities, identifying new client contract opportunities, and building our related business development pipeline in collaboration with our existing teams. This is a unique role combining your Human Capital, I/O and Workforce planning expertise alongside a deep understanding of analytics and skill need projection. This role will focus on: Helping ICF stay ahead of market trends in people and workforce analytics; Informing our internal business strategy; Developing understanding of emerging client needs; Making recommendations on innovation investments; and working across ICF business units to ensure success. This position reports directly to the Senior Vice President and Division Lead

Key Responsibilities:
- Partner with key ICF leadership and establish and lead cross-functional teams and working groups to define and expand workforce analytics services, assess impacts of automation, develop and expand upskilling/reskilling to address skill “half-life” and build comprehensive people analytics offerings
- Lead strategy development for large-scale workforce planning efforts that solve significantly complex or endemic problems and serve as an integration point across stakeholder groups to drive more collaborative workforce planning
- Provide insight and guidance to inform future focused planning activities as well as the development of workforce planning tools and solutions and the design and implementation of learning strategies to increase the commitment and contribution of employees within ICF and on client projects
- Leverage external networks to engage Federal/commercial leaders to discuss their organizations’ needs and to assist in solution development
- Play an active role in externally promoting ICF’s point of view and capabilities across the entire Workforce Analytics ecosystem, and build relationships with Federal and commercial clients
- Identify sales opportunities and define related capture approach in partnership with ICF business development leaders as well as contribute to growth strategy, offering design, proposals, and other efforts to develop business
- Determine appropriate analytical approaches to address a given issue, leveraging proprietary frameworks to win and lead new work
- Identify gaps in capabilities and play a strategic role in developing approaches to addressing them (potentially including specific strategic hires, acquisition targets, etc.)
- Leverage data analytics techniques and review and understand statistical modeling output to help clients identify and address DEI challenges while developing and achieving their talent/people
- Work collaboratively with other ICF enterprise resources, such as BD, Capture, Marketing, and Domain Experts to achieve successful execution of growth strategies.
Basic Qualifications:
- 10+ years of experience in human capital or organization development
- 10+ years of professional work experience conducting quantitative data collection and analyses and preparing technical reports/briefing materials
- 5+ years of experience with common workforce planning and human capital enterprise systems
- 5+ years of experience communicating technical/statistical information to non-technical audiences
- 5+ years of experience designing and/or leveraging data visualization tools and software (e.g., Tableau or MS Power BI)
- Bachelor’s Degree
- The ability to obtain a Public Trust Clearance is required.
Preferred Skills/Experience:
- 15+ years of experience in human capital or organization development
- 15+ years of professional work experience conducting quantitative data collection and analyses and preparing technical reports/briefing materials
- 5+ years of experience supporting the growth efforts of Federal or Commercial Workforce Analytics programs
- Demonstrated success winning large federal procurements of a least $5M+
- 5+ years of experience synthesizing diverse inputs such as industry best practices, publicly available data sets, client needs, market trends, and new technologies to develop strategic options
- Experience working in a professional services consulting firm
- Master’s or PhD in data analytics, public policy, I/O Psychology or related subject.

- Excellent written and verbal communication skills with outstanding interpersonal facilitation and negotiation skills
- Demonstrated success developing and presenting complex ideas to expert and executive audiences to effectively articulate customer positions, status, and strategies to senior management
- Strong analytical, problem-solving, and decision-making capabilities.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$194,938.00 - $331,395.00
