STATEMENT OF WORK
ICF is currently managing the Sudridh-NURP funded through UK Aid (2019-2024), working with the Ministry of Urban Development (MoUD) and local governments in Pokhara, Butwal, and Janakpurdham. This project strengthens the resilience of growing urban areas through enhanced inclusive economic growth, better local governance, and sustainable investment in building, planning, and urban service provision. The specific improvements ICF is focusing on include inclusive local economic development plans, risk-sensitive land-use planning, enhancing construction bylaws, use of electronic building systems and investment in urban infrastructure, including traffic management, water and sanitation, and solid waste management.
At the national level, the project is working closely with the Ministry of Urban Development on policy development and implementation, information management, and good practice dissemination. The Technical Assistance focuses on improved coordination of donor efforts to build more resilient urban infrastructure, improved IT systems (i.e. web-based systems for communication, training and learning), and data collection and analysis including its use in formulating policies and related legislation, regulation, codes and standards.
The multi-dimensional concept of urban resilience – seen through the prism of sustainable economic growth, public accountability, climate shocks, gender equality, and social inclusion – is integrated into all NURP activities. Ultimately, the project will develop a pipeline of bankable infrastructure projects, aiming to match government funds with other sources of funding; giving particular attention to designs responsive to climate shocks and natural disasters.
What we are looking For:
General Roles and Responsibilities:
■ Supports the design, implementation and review of interventions to establish planning instruments to align land-use with urban resilience, particularly for the poor and vulnerable groups
■ Prepares land use plan of the selected area of the municipality as a polit initiation
■ Prepares land use planning policies and implementation tools for the use of the municipalities
■ Analyses drivers of spatial expansion and dynamics of land allocation, suitability analysis and relates to risk in land use planning
■ Collects maps and related data from central level agencies and municipalities related with risk sensitive land use planning
■ Provides technical guidance to the municipal engineers to implement work programme of the project and monitor the progress
■ Ensures quality of final outputs (reports, maps, design etc) before submission to the municipalities and MEL team
■ Prepares annual work programme and resources of the project in coordination with the municipalities and other related workstreams
■ Updates annual programme and budget on a quarterly basis incorporating changes and review future programme incorporating changed needs and context
■ Maintains regular contact and coordination with government agencies and other development partners, ensuring good relationships with all relevant stakeholders
■ Identifies bottlenecks and issues to implement project activities and provide recommendations to the TL
■ Monitors performance of municipal engineers and report as and when necessary
■ Seeks support from Urban Planning Advisors in technical matters
■ Ensures GESI and LNOB considerations are effectively mainstreamed in relevant workstreams
■ Reviews and follows GON policies, laws and guidelines in relation to spatial planning and risk-sensitive land-use planning
Acts as Line Manager for junior architects/planners on the project.
Supports business development and capture efforts outside of NURP as it might be required/needed, especially in the field of urban planning.
Attends meetings with stakeholders and keeps abreast of changes in clients’ priorities and latest technical developments in the relevant fields.
