About ICF - Transportation Practice
ICF’s Transportation Practice specializes in addressing complex planning, policy, and program issues at the nexus of transportation and the environment, energy, and communities. ICF’s work focuses on integrated approaches that support sustainable transportation decisions, addressing mobility, safety, environmental, social, and economic effects of transportation. Our work includes strategic planning, research, policy analysis, outreach, training, and program evaluation for federal, state, and local governments, including the U.S. Department of Transportation, the Transportation Research Board, state transportation and environmental agencies, and metropolitan planning organizations. Our work often includes evaluating the impacts of infrastructure projects, pilots, programs, and government policies; developing guidebooks and strategic planning resources; and documenting best practices related to integrated planning, transportation operations, and the environment.
Projects will be conducted for clients at the U.S. Department of Transportation as well as state, regional, and local transportation agencies. The successful candidate will have an interest in multimodal transportation systems and innovative approaches to mobility, with experience in one or more of the following areas:
Conceptualizing, developing, and implementing performance-based and data-driven transportation research
Survey instrument design and analysis of survey data using statistical inference techniques and software such as Qualtrics, SPSS, SAS, and R
Conducting qualitative research using techniques such as expert interviews and focus groups
Performing geospatial analysis and proficient in the use of Geographic Information System tools
Use of scripting languages and software coding and use of software packages such as ESRI’s ArcGIS suite, QGIS, TransCAD, Cube Voyager, or Python, as well as Excel macro development
Transportation data related to multimodal, passenger, and/or freight travel and traffic flow, with the ability to conduct complex data analysis and visualization
Visualization of transportation data and development of interactive dashboards in software such as Tableau, Power BI, etc.
Transportation system performance analysis concepts, including the analysis of system performance data and probe data such as RITIS NPMRDS, INRIX, and ATRI
Transportation-land use relationships and research related to the impacts of transportation demand management strategies on travel
The candidate will work directly with clients and senior staff, as well as internal and external experts in their field of expertise. This position offers significant potential for professional growth and advancement.
The Transportation Data Specialist will work from our Fairfax, Virginia; Portland, Oregon; Cambridge, Massachusetts; San Francisco, California; Los Angeles, California; or San Diego, California office locations.
Develop preliminary drafts of project materials in collaboration with senior staff team members based on research of transportation-related topics.
Contributing to the development of innovative, accurate, timely, and high quality products and services, typically working on multiple projects with all levels of staff
Communicating with clients and external team members and stakeholders to develop project materials.
Ensuring high quality final presentation of project materials such as reports, white papers, presentations, and briefs for Federal, State, and local clients. This includes managing comments and executing suggested edits from project stakeholders.
Providing meeting support, including preparing materials, on-site attendance (when applicable) or remote hosting and technical support through virtual platforms, taking notes, and assembling post-meeting summary documents.
Assisting with planning the logistics for meetings, workshops and peer exchanges, including contacting and coordinating with potential participants, identifying and booking host venues (when applicable for in-person events), processing travel reimbursements, etc.
Master’s degree in civil engineering, transportation, urban planning or related field
2 to 5 years of experience in transportation data analysis, transportation planning, transportation economics, survey research, or transportation system management and operations
Strong oral/written communication skills and interpersonal skills
Proficiency with analytical tools and techniques including statistical inference, geospatial analysis, tabular data analysis, and data visualization (e.g., R, Python, Excel, QGIS, PowerBI, etc.).
Proficiency with word processing, presentation, virtual meeting software, and web applications (e.g., Word, PowerPoint, Outlook, Skype, Slack, Zoom, Microsoft Teams, etc.).
Experience conducting transportation projects for US DOT, TRB, state DOTs, MPOs, transit agencies, and/or other public sector transportation agencies
Work, internship, or coursework experience in emerging transportation technologies including automated, connected, electric, and shared transportation, especially federal, state, and regional policies and programs
Government consulting experience
