Transit & Mobility Planner

ICF is seeking a Transit Planner responsible for supporting and leading project tasks related to public transportation agencies in New York State and Nationwide.

Examples of transit planning efforts will include coordinated rural transit planning, Mobility On Demand integration with traditional transit service planning, First and Last Mile connectivity to transit planning, statewide transit coordination support, advisement to transit agencies and consulting partners on transit data standards development and implementation, trip planning tools, and data analysis.

The Transit Planner will support outreach efforts to public transportation agencies as it relates to public transportation and Transportation Demand Management (TDM) as a part of ICF’s Transportation and Sustainable Mobility Portfolio. Support for project evaluations for public transportation agencies throughout the Northeast.

Primary Responsibilities:

  • Supports rural transit agencies in developing policies and technology integrataions that address gaps and complete trip concepts.
  • Responsible for supporting or leading Rural, Regional, and Statewide Transit Planning projects, including transit planning coordination that improves the accessibility and efficiency of public transportation services across multiple jurisdictions.
  • Lead and support the development of communications, outreach, training resources, case studies, technical reports, whitepapers, transit, TDM, and mobility plans.

Minimum Qualifications:

  • Bachelor’s or master’s degree in urban planning, transportation planning, environmental science, public policy, economics, or related subjects, or equivalent professional experience.
  • 3 to 5 + years of experience in transportation planning, transit planning and/or operations, transportation demand management planning or implementation, or other similar areas.
  • Fundamental understanding of First and Last Mile connectivity as it relates to public transportation. This includes understanding complete streets and other land use principles that strengthen public transportation options, along with experience and knowledge in shared and emerging mobility concepts such as (microtransit, vanpool, carpool, A/V shuttles, and any other shared or emerging mobility concepts).
  • Understanding of concepts and the latest trends in Mobility Management
  • Basic understanding of Transportation Demand Management (TDM) planning and implementation, especially as it relates to intersecting shared mobility concepts and public transportation.
  • Knowledge of transit data and the ability to advise public transit agencies in the development of transit data that adheres to accepted data specifications. This will include advisement on the development of GTFS, GTFS-RT, GTFS-Flex, and other transit data standards, along with a basic understanding of transit data integration into trip planning tools and developing regional and statewide data governance models.    

Preferred Qualifications:

  • Experience working for a public transit agency is preferred.

Additional Professional Skills:

  • Strong oral and written communication skills, including experience researching, developing proposals, and writing high-quality documents.
  • Works collaboratively with the project team and client to achieve established goals.
  • Identifies and meets the needs of clients within established guidelines.
  • Familiarity with analytical tools such as Microsoft Excel, R, and GIS tools.
  • Understands task expectations and how tasks fit in the overall project.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,642.00 - $131,991.00
