Transit and Emerging Mobility Manager
ICF’s Transportation Practice specializes in addressing complex planning, policy, and program issues at the nexus of transportation and the environment, energy, and communities. ICF’s work focuses on integrated approaches that support sustainable transportation decisions, addressing mobility, safety, environmental, social, and economic effects of transportation. Our work includes strategic planning, research, policy and technology analysis, outreach, training, and program evaluation for federal, state, and local governments, including the U.S. Department of Transportation, the Transportation Research Board, state transportation and environmental agencies, and metropolitan or other regional or local transportation planning organizations.
ICF is seeking a Transit and Emerging Mobility Manager to lead and support ICF’s growing portfolio of projects in this area. The successful candidate must have demonstrated experience in one or more of the following areas:
Planning, deployment, and evaluation of transit and emerging mobility strategies or pilots;
Transit planning and analysis including experience supporting transit agency operational improvements, accessibility improvements, multimodal integration (e.g., park and ride, ridehailing, shared use mobility services, microtransit, AV shuttles);
Planning, deployment and evaluation of paratransit operations and/or human service transportation;
Developing and leading public-private partnerships for transit technology and emerging mobility strategies;
Developing and leading grant applications for related FTA transit and emerging mobility funding initiatives;
Transit planning and analytics to include analysis of demographic and geographic data, transit ridership and performance data, and/or experience with data produced by AVL, APC, AFC and other transit technologies.
The candidate will work directly with clients and senior staff, as well as internal and external experts in their field of expertise to identify, manage, and/or support related ICF projects.
Key Responsibilities include:
Leading the development of innovative, accurate, timely, and high-quality transit and emerging mobility projects and services, typically working on multiple projects with all levels of staff;
Lead identification, capture management, and proposal writing for transit and emerging mobility projects;
Working with expert staff to develop concepts of operations, systems integration plans, or related specifications to support emerging mobility implementation;
Facilitating related project training and workshops; and
Supporting client program and project management to advance transit and emerging mobility initiatives.
Required Qualifications & Professional Skills
Master’s degree in transportation/civil engineering, transportation planning, or related subjects
Minimum 10 years professional experience to include experience with government and professional services consulting
Knowledge of transit systems operating principles, practices and technologies
Strong transit and transportation data management and analysis skills
Strong background in transit and spatial data and analytical methods
Experience conducting transportation projects for the U.S. Department of Transportation, the Transportation Research Board, and/or state and local transportation agencies
Experience with managing data using multimodal standards such as GTFS, GTFS family specifications, GBFS, SIRI, Shared Streets
Strong oral and written communications skills, including experience researching and writing high quality documents
Identifies and meets the needs of clients within established guidelines
Works collaboratively with project team and client to achieve established goals
