Technology Advisor- Digital Strategy and Programs

Technology Advisor

ICF is seeking Technology Advisor candidates for an anticipated USAID- funded Digital Strategy and Programs activity in Washington, DC. The project will build the capacity of USAID Missions, Washington Operating Units (OUs), and partners to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The Technology Advisor is responsible for advising the activity, buy-in clients, and USAID on emerging technologies and cybersecurity.

Our Technology Advisor work to support the functions and missions that are vital to the USAID’s 2020-2024 Digital Strategy, through proactive planning and strong partnerships and promoting innovation.

RESPONSBILITIES:

  • Advise the activity, buy-in clients, and USAID on emerging technologies and cybersecurity,
  • Drive strategic thinking, digital-sector partnerships, and behavior change that will equip USAID for the digital age, and supporting the growth of open, inclusive, and secure digital ecosystems in partner countries.
  • Manage technical deliverables from consultants and partners, including providing technical inputs and quality assurance.
  • Provide strategic guidance on emerging technologies, cybersecurity, and digitization.
  • Provide technical guidance to inform development of activity’s strategic plan, work planning, and reporting.
  • Serve as a thought leader in innovative technologies and their application to international development programming.
  • Develop and manage relationships with key sector partners, donors, consultants, host country counterparts, and stakeholders.
  • Ensure the activity remains up to date with innovations in the digital development sector;
  • Develop and manage relationships with key sector partners, donors, consultants, host country counterparts and stakeholders. 

PROFESSIONAL SKILLS

  • The candidate must have client service experience and strong communication skills (both oral and written) and presentation skills
  • Has demonstrated Superior leadership ability to lead, inspire, and direct a team of instructors and/or engineers.
  • Provide leadership, management and coaching to a team of driven communicators.

QUALIFICATIONS:

  • Bachelors’ degree in Computer Science, Information Technology, Engineering, Business, Informatics discipline or related field.
  • 10+ years of experience working on USAID-funded projects.
  • 10+ years of experience working in technology, cybersecurity, and/or digitization, in LMIC environments including understanding of digital innovation, digital strategy, and change management, digital workforce development. 
  • 10+ years of experience building and leveraging relationships with counterparts at various levels of local government, and private sector and USG interagency SMEs.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,890.00 - $132,413.00
