Technical and Proposal Writer

Are you a strong writer who is passionate about communicating complex global health issues in a compelling manner?  ICF seeks a Technical and Proposal Writer to support its International Health and Development Line of Business.

This role has two primary functions:

  • Provide technical writing related support to an array of projects on global infectious disease; health management information systems; demographic research; food security and resilience; and forced child labor and human trafficking.  This support will focus on technical writing for client reports and other deliverables, working closely with technical teams assigned to those projects.
  • Contribute to technical and management sections of proposals in the same above-mentioned areas.


The Technical and Proposal Writer provides support to specific projects with needs for technical writing, and engages actively in the technical solutioning and proposal writing process for proposals developed in response to solicitations issued by USAID, CDC, UNICEF, Private Foundations, and others.  The individual will work on multiple activities simultaneously for different leaders within ICF’s International Health and Development line of business. Specific responsibilities include:

  • Write critical project deliverables including work plans, workshop reports, technical reports, and other deliverables
  • Conduct reviews of project deliverables written by others for technical writing quality
  • Serve as a lead technical writer for key capture and proposal efforts in the organization’s priority Global Health and Development areas;  
  • Actively engage in the capture and solutioning processes for assigned proposal efforts.
  • Develop tailored organizational capability statements for specific business opportunities
  • Develop technical briefs, synthesize and analyze program technical activities for large-scale, global projects with multi-country scopes of work.
  • Stay current in the state of the field for USAID project implementation (e.g. Locally led development, Global Health Security, Gender and Social Inclusion, Food Security, Health Systems, and other USG initiatives agency initiatives)


  • Master’s in Public Health, Science, English or other related field
  • 5+ years of experience working in international development contexts
  • Knowledge of USAID and international development operating environments
  • 3+ years demonstrated technical writing experience, including writing project technical deliverables and proposals
  • Knowledge of the mechanisms and strategies that are deployed for implementing large, multi-country global health programs.
  • Strong capacity building and training skills.
  • A demonstrated ability to work with multiple partners on collaborative projects.
  • Flexibility to adapt to multiple and changing priorities.  
  • Strong organizational and presentation skills
  • Strong verbal communication skills


  • Ability and willingness to travel at least 15% in challenging country contexts
  • Knowledge of French
