Survey Programming Manager

Are you intellectually curious, customer oriented, and motivated to support the development of teams in a fast-paced environment with career growth opportunities? We are looking for professionals with public health, social/behavioral science, and/or survey research experience to join our team!

ICF is seeking a Survey Programming Manager with a strong interest in survey methodology and survey development to join our Survey Research Team. If successful, you will support a variety of federal and state government, nonprofit, for-profit, and academic clients such as the Centers for Disease Control and Prevention, the National Cancer Institute, the National Science Foundation, the Internal Revenue Service, multiple state and city health departments, and multiple health nonprofits.

As a member of the Survey Research team, you will be responsible for overseeing a team of survey developers and data managers, coordinating support with project teams, forecasting timelines, budget management and task assignments.

What you’ll do:

  • Manage the day-to-day activities of one or more concurrent projects in an Agile framework.

  • Serve as the technical point of contact for clients and project teams for survey development, providing excellent service, managing expectations, and producing high quality products.

  • Assign and oversee survey development responsibilities using scrum.

  • Forecast level of effort and project timelines.

  • Proactively manage a team of cross-matrixed professionals, ensuring smooth team operations and effective collaboration.

  • Contribute methodological or technical guidance in support of web, mail, telephone, in-person, and other data collection and data management activities.

  • Develop project quality assurance protocols, and ensure quality for all data, reports, and presentations.

  • Continuously assess and make recommendations to address any barriers or obstacles to achieving project goals.

  • Update leadership on progress as directed and on regular reporting cycles.

  • Supervise and mentor junior staff to define goals, identify opportunities for growth and support development in their careers.

What you need to have:

  • Bachelor’s degree or equivalent years of experience in a social science or survey research related field

  • 3+ project management or survey project management experience including:

    • Coordinating teams and tasks

    • Tracking completion of activities

    • Managing schedules

    • Monitoring project budget

    • Ensuring the quality of work products

  • Experience managing projects using the Agile framework

  • Applied knowledge of survey development and survey research (CATI, mail, web modes)

  • Experience with a survey development tool such as ConfirmIT, Voxco, Qualtrics, Survox etc.

  • Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.

  • Demonstrate customer service orientation and outstanding level of professionalism in providing client support.
