Survey Manager- Medical/Nursing Background

ICF is seeking a Survey Manager to be part of a team that works primarily on its Service Provision Assessment Surveys conducted under The Demographic and Health Survey (DHS) Program.  The DHS Program is a US Agency for International Development (USAID) funded project that supports the collection of demographic and health data through nationally representative population and facility-based surveys in low- and middle-income countries (LMICs). The Survey Manager will be responsible for coordinating and  implementing  Service Provision Assessment (SPA) surveys in DHS  countries.  The Survey Manager  will work closely with  staff from The DHS Program, USAID Missions, and host-country  Implementing Agencies to manage all aspects of the survey implementation including adapting survey tools to the country context, training fieldworkers, interpreting findings and  writing the final survey reports as well as managing survey funding, subcontracts and client and other communications.    

The position requires individuals with a medical background (medical doctors/nurses/midwives or similar public health cadres),  with experience of health care service delivery,  and deep/intimate understanding of health facility operations and entails approximately 25-30% travel, mainly to countries in sub-Saharan Africa and Asia, with trips of approximately 3-4 weeks at a time.

This full-time position will be based in ICF’s Rockville, MD office in the Washington, DC metro area, once it is safe to reopen offices (which are currently closed due to COVID-19) and will require 25%-30%  travel to low and middle income countries.

Responsibilities:

  • Provide direct technical assistance to countries in various stages of the survey process, e.g., questionnaire adaptation, field staff training, fieldwork monitoring, report writing, and dissemination of the survey findings; and
  • Preparing or adapting training materials and working with implementing agencies to train local field staff in questionnaire content and interviewing techniques;
  • Negotiating and/or managing local cost budgets with host country implementing organizations;
  • Working with host country implementing organizations and other survey stakeholders to implement The DHS Program SPA surveys and activities to meet data needs within budget and time constraints;
  • Preparing IRB protocols;
  • Assuring that SPA survey protocols are followed to ensure data quality and timeliness.
  • Writing and reviewing survey reports, including descriptions of survey activities and interpretation of survey results;
  • Communicating throughout all stages of the survey process with other staff, implementing agencies, USAID Missions, and other key stakeholders in a clear and timely manner
  • Working closely with other DHS Program staff on helping to meet other program requirements, as and when needed.

Qualifications: 

  • A medical degree, including M.D., MBBS, Bachelor of medicine or surgery or Master of Science in Nursing/ Midwifery, or paramedical field.
  • 2+ years of prior health system or clinical experience (working in a health facility as a health care provider caring for adult or pediatric clients).
  • Fluency in spoken and written English is essential
  • Preference will be given to candidates with experience working in low- and middle-income countries.
  • Experience in health facility surveys preferred.

  • Fluency in spoken and written French is preferred.
  • Excellent verbal, interpersonal and written communication skills
  • Detail-oriented
  • Strong analytical, problem-solving and decision making capabilities
  • Team player with the ability to work in a fast-paced environment
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint)
