Subcontracts Manager

ICF is currently seeking a Subcontracts Manager to work within the Procurement Department in our Belgium office. The Subcontract Manager will be responsible for primary responsibilities include the administration of complex, moderately complex, and routine subcontract administration tasks for ICF’s Clients. This position will be supporting our ICF Next Belgium division, which provides comprehensive cross-cutting services in Media and Agency services. To include review, negotiation, and approval of Nondisclosure Agreements, Teaming Agreements, subcontracts, and other contractually related documents under the supervision of the Director of Procurement. Individual will also assist in developing personnel, processes, work instructions, and technology to support future adherence to company policies and procedures. 

Key Responsibilities:

  • Manage a team of subcontract administrators (in future), to ensure work is assigned based on skill level and resource availability. Administering subcontracts in addition to managing staff is part of this responsibility.

  • Ensures subcontract administrators comply with procurement policies and procedures in accordance with a government approved purchasing system and company requirements.

  • Develops and recommends procurement structures that best utilize staff to achieve long and short-range goals.

  • Reviews documentation for all team subcontract administrators to ensure compliance with government contract requirements and internal policies and procedures. 

  • Exercises authority to sign agreements, subcontracts, purchase orders, and agreements in accordance with the delegation of signature authority

  • Identifies training needs for subcontracts staff and develops recommended solutions to address those needs.

  • Provides management and subcontracting support for large scale proposal efforts.

  • Selects, trains, develops, mentors staff. To include transparency of process to other divisions on a regular basis.

Basic Qualifications:

  • Bachelors Degree in business or Law related field

  • Extensive experience with cradle-to-grave Government subcontract administration. Commercial and/or international experience a plus

  • Advanced knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Intellectual Property and GDPR.

  • Knowledge of Accounting system such as Maconomy.

  • Knowledge or Procurement systems and ability to deal with Purchase Orders requests.

  • Knowledge of other Contracts Mgmt systems

Preferred Skills/Experience:

  • Bachelors Degree in Business or other related field or eq. Legal /Law or IACCM.

  • Strong analytical, problem-solving, organizational, critical thinking and decision making capabilities

  • Team player with the ability to work in a fast-paced high volume environment

  • Ability to multi-task in a fast-paced environment

  • Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy

  • Sound business ethics, including the protection of proprietary and confidential information

  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team

  • Ability to work with all levels of internal staff, as well as internal/external clients and subcontractors

  • Excellent problem solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions

  • Strong oral and written communication skills

  • Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
