Stabilization/Conflict Resolution and Environmental Consultant

ICF is seeking a part-time International Stabilization/Conflict Resolution and Environmental Consultant to support USAID in international conflict resolution with emphasis on environmental issues. The Consultant will assist in assessments at the climate/environmental and stabilization/conflict resolution intersection with an emphasis on producing analysis that outlines how climate change might affect specific conflict contexts. Key qualifications include:

  • Demonstrated understanding of the overlapping and mutually reinforcing impacts of climate/environment and conflict on the context of development programming;
  • Experience with analyses about environmental/climate-stabilization issues for development and security institutions with an emphasis on countries and regions where USAID is currently operating; and
  • Ability to present research findings to a range of audiences, including policy and program.

Key Responsibilities:

  • Development of tools and methods to ensure conflict sensitivity of climate interventions;
  • Provide assessments and programming support to USAID missions on issues related to stabilization programming and climate;
  • Collaborate with implementing partners to develop unique and innovative approaches to addressing climate change and stabilization;
  • Participate in workshops and conferences related to stabilization and climate change;
  • Development of indicators, learning products, and frameworks; and
  • Tracking of advances in the environment and stabilization field to ensure Agency efforts are consistent with advances in research.

Required Qualifications:

  • Master’s degree in International Development, International Relations; or Social Sciences with a clear focus in international development, or a related discipline;
  • 8 years of experience in International Conflict Management; Human Rights and Conflict Resolution; and/or International Negotiation and Conflict Resolution; and
  • Superb written and oral communication skills.

Preferred Qualifications:

  • Field-based international development experience;
  • Experience and familiarity in USAID stabilization and conflict resolution programming and frameworks; and
  • Publication record including publications designed for policy institutions and academic outlets preferred.
