Sr. Program Technologist

ICF is recruiting for a highly talented and motivated Sr. Program Technologist with demonstrated experience in wireless research and standardization. The ideal candidate will have a strong background radio communication and signal processing including emerging 5G enabling technologies. This role will be in support of a new science and engineering analytical program. This is an opportunity to join a diverse & dynamic team to gain experience and exposure to cutting edge research and development. This role is based in Alexandria, VA.
Duties to include, but not be limited to:
Provide programmatic support for review management of proposals, award management, programmatic support for the Convergence Accelerator and the funded portfolio.
Identify complex problems and consider advanced, yet practical solutions for massive MIMO systems, joint communication and sensing, full duplex communications.
Innovative thinking about hardware, RF design, software and combinations thereof as well as technology evaluation, concept design, prototype development, implementation and demonstration.
Leverage understanding of funded 5G research
Differentiate between an innovative proposal and one regurgitating requirements
Follow subject matter debate and discussion
Education and Experience Requirements
Masters and 12+ overall years of experience OR a Ph.D and 8+ years overall experience
Degree Should be in a National Science Foundation filed area (e.g., Computer Science is encouraged, Computer Engineering, Information Technology, Cybersecurity).
5-7 years’ experience within the wireless industry with emphasis Physical layer/Layer1 in LTE Advanced and 5G New Radio standards.
Must have knowledge of mobile R&D, mobile security, and 5G. This position will support the Secure 5G Program Director within NSF’s Convergence Accelerator.
Experience in signal processing principles in radio access and media handling, i.e., on the operation of cellular modems, audiovisual codecs, physical layer, protocols.
Experience in 3GPP standardization on SA and RAN WGs.
Experience in the design of wireless communications systems.
Strong understanding of core network technologies and concepts.
Strong theoretical backgrounds related to telecommunications, especially wireless (cellular) communications.
Experience evaluating wireless baseband performance and user experience
Programming ability in R, Python and Matlab Research/publication experience+.
Experience with Software Defined Radio Systems including GNU Radio with a demonstrated ability to use design patterns and software engineering best practices for secure, scalable, reliable, rapid implementation.
Excellent written and oral communication skills and the ability to communicate in English to a scientific audience.
