ICF is one of the leading providers of policy support services to the EU institutions. We have particular experience in preparation of impact assessment studies in support of new laws and programmes across the EU policy agenda. Very high demand for our services in this area means we have a number of posts available in this area, from senior consultant upwards, and working across a diverse set of policy areas, from home affairs to food production, consumer policy to online safety. We are particularly keen to receive applications from candidates with experience of leading impact assessment support studies, and portfolios of such studies.

As a member of public policy consulting team you will have an opportunity to work on projects from across our project portfolio. Although the prime focus of these roles is impact assessment, there will be opportunities to work on other research and evaluation studies. You specialise in a particular policy area or work on a diversity of issues.
Your main responsibilities will be to:
Support the capture of new work through contributions to proposals
Help us deliver impact assessment support studies and similar assignments for the European Commission
Lead/conduct the development of the conceptual framework for these studies, including option specification, problem trees and research plans
Lead/conduct the research and analysis required as for project delivery
Prepare the reports and presentations in accordance with Commission requirements.
Support / lead project teams and the management of work and resources, using your project and people management skills.
Strong academic background in economics, social science, natural science or law
Prior experience of the design, delivery and/or management of impact assessment support studies for the European Commission, experience of evaluations and other similar assigments would be an advantage
An interest in public policy research and analysis and familiarity with the analytical toolkit used in delivery of such assignments.
Strong research and analytical skills
An understanding of the EU’s Better Regulation guidance and requirements
Good project management and team-working skills
Ability to self-organise, prioritise and conduct research on multiple projects under tight deadlines in a fast-paced environment
An ability to communicate clearly in written English.
This role could be based either in Belgium or in the United Kingdom.
