Senior Regulatory Specialist
The Southern California Natural Resources Team is looking for a seasoned and technically accomplished Senior Regulatory Specialist to support permitting needs, including conducting jurisdictional delineations pursuant to methods established by the U.S. Army Corps of Engineers (Corps) for the Arid West Region, preparing permit applications for individual, general, and programmatic permitting efforts with the Corps, Regional Water Quality Control Board (RWQCB), and California Department of Fish and Wildlife (CDFW), working with the restoration team to draft mitigation-related documents, working with the biological team to support consultations with the U.S. Fish and Wildlife Service (USFWS), and other technical documents. You will join an existing team of Natural Resources professionals that includes wildlife biologists, botanists, aquatic resource biologists (waters, wetlands, and riparian areas), restoration ecologists, and regulatory specialists. You may conduct work at project sites across southern California that require travel away from home and overnight stays.
The position can be based in Southern CA with office locations in San Diego, Irvine, Los Angeles, CA. Option to work remotely within Southern California.
BS/MS/PHD in biology, ecology, environmental science or a related discipline
5+ years of related experience
5+ years of experience conducting Jurisdictional Delineations using the Arid West Supplement and Ordinary High Water Mark Manual and new SWRCB Procedures.
5+ years of experience completing large project permit applications and supporting documents under the Clean Water Act (Sections 401 and 404), Porter-Cologne Water Quality Control Act, Section 1600 of the State Fish and Game Code, Section 7 of the Endangered Species Act for the Corps, SWRCB/RWQCB, and CDFW
Approved Jurisdictional Determinations
Preparing Corps’ Section 404 Impact Analysis, Environmental Assessments, Public Interest Review, and 404(b)(1) Alternatives Analyses
Preparing Biological Assessments or other documents in support of consultations pursuant to Section 7 and/or 10 of the Endangered Species Act
California Coastal Commission and Coastal Development Permits
California Rapid Assessment Method (CRAM)
Programmatic Permitting (developing RGPs, SAMPs, or other programmatic permits)
Compensatory Mitigation Planning (HMMP, Mitigation Banks, and/or In-lieu Fee Programs)
Experience preparing proposal scope and budgets
Demonstrated ability to interface with clients, prepare meeting agenda, and meeting minutes
Experience with business and client development
Demonstrated ability to work in a team environment and with regulatory agency personnel
Excellent verbal, interpersonal and written communication skills
Strong analytical, problem-solving and decision-making capabilities, including ability to identify existing or potential problems and recommend solutions
Team player with the ability to work in a fast-paced environment
Sound business ethics, including the protection of proprietary and confidential information
Ability to work with all levels of internal staff, as well as outside clients and vendors
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
